Marriage Between Japanese and British Citizens: Registration and Spouse Visa Procedures

International Marriage & Japan Immigration Law | Updated October 2026

How Can a Japanese Citizen Marry a British National?

A Japanese citizen and a British national may legally marry in either Japan or the United Kingdom.

For the British spouse to obtain Japan’s residence status Spouse or Child of Japanese National, the marriage must be legally valid and appropriately documented. Japanese immigration authorities also examine the authenticity of the marriage and the couple’s financial circumstances.

Marriage requirements differ across the United Kingdom:

  • England and Wales: Both parties must be at least 18 years old.
  • Scotland: Marriage is generally permitted from age 16.
  • Northern Ireland: Marriage is permitted from age 16, with parental or other required consent for those under 18.

Same-sex marriage is legally recognized in the United Kingdom, although Japan’s marriage registration rules and immigration treatment differ.

Couples should decide where to marry based on their current residence, required documents, processing times, and plans for living in Japan.

1. Getting Married in Japan First

A British national marrying a Japanese citizen in Japan generally follows two steps.

Step 1: Obtain an Affidavit or Affirmation of Marital Status

The British spouse generally obtains an Affidavit or Affirmation of Marital Status from the British Embassy in Tokyo.

The document confirms the applicant’s sworn declaration that they are legally free to marry.

Under current British government procedures, the applicant must apply and pay online before attending an appointment at the Embassy.

Typical documents include:

  • Valid British passport
  • Full birth certificate
  • Proof of current address
  • Divorce or death certificate, if previously married
  • Documents confirming any name changes

The applicant must make the declaration and sign the affidavit or affirmation during the consular appointment.

The British government currently charges £50 for this service. Applicants should confirm the latest requirements before applying.

Step 2: Register the Marriage at a Japanese Municipal Office

After obtaining the affidavit or affirmation, the couple submits a marriage notification (Kon-in Todoke) to the appropriate Japanese municipal office.

Typical supporting documents include:

British spouse:

  • Affidavit or Affirmation of Marital Status and Japanese translation
  • Birth certificate and Japanese translation, where required
  • Passport
  • Residence card, if applicable

Japanese spouse:

  • Identification documents
  • Family register (Koseki Tohon), where required
  • Marriage notification signed by two adult witnesses

Document requirements may vary by municipality.

KOSEKI TOHON

Once the marriage is accepted, it becomes legally effective in Japan.

A marriage validly concluded in Japan is generally recognized in the United Kingdom, provided it also satisfies applicable UK legal requirements. Separate registration with the British Embassy is ordinarily unnecessary.

The couple may obtain a Japanese Certificate of Acceptance of Marriage Notification or an updated family register as evidence of the marriage.

2. Getting Married in the United Kingdom First

Where a Japanese citizen travels to the UK to marry a British national, the procedure depends on whether the ceremony takes place in England, Wales, Scotland, or Northern Ireland.

The following steps primarily describe marriage procedures in England and Wales.

Step 1: Obtain a Marriage Visitor Visa

A Japanese citizen traveling to the UK specifically to marry, without intending to settle there afterward, generally needs a Marriage Visitor Visa.

A Standard Visitor visa or ordinary visitor permission is not sufficient for giving notice or marrying in the UK.

A Marriage Visitor Visa:

  • Permits a stay of up to six months.
  • Can be applied for up to three months before travel.
  • Usually takes approximately three weeks to process after the required application procedures.

Applicants planning to settle in the UK after marriage must consider the appropriate family immigration route instead.

Step 2: Prepare the Required Marriage Documents

The Japanese spouse must prepare identity documents and any other evidence required by the relevant Register Office.

Depending on the circumstances, these may include:

  • Japanese passport
  • Proof of address
  • Marriage Visitor Visa
  • Documents relating to previous marriages
  • English translations of relevant Japanese documents

A Japanese Certificate of Legal Capacity to Contract Marriage may be needed in particular circumstances, but it should not be assumed to be a universal requirement for every UK marriage.

Where such a certificate is required, eligible Japanese residents in the UK may obtain it from the relevant Japanese embassy or consulate.

Step 3: Give Notice of Marriage

In England and Wales, the couple must generally give notice of their intended marriage at a Register Office.

Under the standard procedure:

  • Notice must be given at least 29 days before the ceremony.
  • The couple must generally have lived in the relevant registration district for at least seven days before giving notice.
  • The ceremony must take place within 12 months of giving notice.

Where one spouse is subject to UK immigration control, additional requirements may apply, including an extended investigation period of up to 70 days.

Step 4: Complete the Marriage Ceremony

After the required notice period, the couple may hold a civil or legally recognized religious marriage ceremony.

The ceremony must comply with the applicable legal requirements concerning the venue, officiant, and witnesses.

Following registration, the couple can obtain an official British Marriage Certificate.

This certificate is used for reporting the marriage to Japanese authorities and may also support a subsequent Japanese spouse visa application.

Step 5: Report the Marriage to Japanese Authorities

After a marriage is legally concluded under UK law, the Japanese spouse must report it to Japanese authorities.

The notification must generally be submitted within three months of the marriage.

It may be filed with a Japanese embassy or consulate in the UK or the appropriate municipal office in Japan.

Typical documents include:

  • Japanese marriage notification
  • Official British Marriage Certificate
  • Japanese translation of the marriage certificate
  • Passports or other nationality documents
  • Additional documents requested by the relevant authority

Couples intending to apply promptly for a Japanese spouse visa should consider the time required for the marriage to be recorded in the Japanese family register.

3. Applying for a Japanese Spouse Visa After Marriage

After completing the marriage registration procedures, the British spouse may apply for Spouse or Child of Japanese National status.

Japanese immigration authorities examine whether the marriage is genuine and whether the couple can maintain a stable household in Japan.

For British spouses residing overseas, the standard procedure generally involves obtaining a Certificate of Eligibility (COE) before applying for a Japanese visa.

Where the British spouse already holds an eligible residence status in Japan, a Change of Status of Residence application may be appropriate.

Financial Evidence for Couples Relocating From the UK

Couples relocating from the UK may not have recent Japanese income or municipal tax certificates.

In such cases, financial supporting documents may include:

  • PAYE Form P60
  • UK Self Assessment tax returns
  • Employment and salary certificates
  • Bank statements and savings records
  • Employer transfer letters confirming employment in Japan

These documents may help establish the couple’s financial stability.
