How Can Foreigners Drive in Japan?
Recent reports have highlighted incidents involving foreigners committing traffic violations, driving without a license, and even fatal hit-and-run accidents. To legally drive in Japan, foreigners must possess one of the following types of licenses:
1) A Japanese Driver’s License
Foreigners can obtain a Japanese driver’s license. Depending on the driver’s existing license from their home country, certain qualifications may be partially exempted, simplifying the process of getting a Japanese license.
2) International Driving Permit (IDP) Based on the Geneva Convention
A valid International Driving Permit issued by a country that is a party to the Geneva Convention on Road Traffic is required. However, countries such as China, Russia, and Vietnam do not issue IDPs under the Geneva Convention, meaning that citizens from these countries will need to obtain a Japanese driver’s license in order to drive.
It is important for rental car companies, especially in tourist areas, to carefully verify the validity of an international permit.
3) Driver’s License from a Country Recognized by the Japanese Government
Drivers from Switzerland, Germany, France, Belgium, Monaco, and Taiwan may drive in Japan with a license issued by their home country, but these are limited cases.
